Westview Village II is a 50-apartment affordable multifamily housing development in Ventura, situated on a 2-acre site at 247 West Warner Street. It is a RAD conversion, replacing 10 substandard public housing units with 50 new apartments. The development comprises 44 one-bedroom and 6 two-bedroom apartments, with 5 units designated for individuals experiencing homelessness.

Westview Village II is part of the multi-phase redevelopment of Westview Village, the City of Ventura’s oldest and largest public housing property.

  • Phase I: 131 affordable multifamily apartments (completed in 2019)
  • Phase II: 50 affordable multifamily apartments
  • Phase III: 105 affordable multifamily apartments (completed in 2022)
  • Phase IV: 34 for-sale homes (in predevelopment)

The Housing Authority of the City of San Buenaventura (Housing Authority) and BRIDGE Housing Corporation (BRIDGE) are co-developers in the redevelopment of Westview Village, an existing 180-unit public housing community to be redeveloped as a new construction project providing two-hundred eighty-six affordable rental apartments and thirty-four for sale homes in Ventura, California.

Westview Village is the first public housing property to be constructed in the City of Ventura. The first one-hundred units were constructed in 1952 and an additional 80 units were constructed in 1961. Originally, the property consisted of 48 residential buildings, 1 community center, 1 file storage room, and the Housing Authority office. The total property is approximately 20.6-acres.

The redevelopment of Westview Village (“Villages at Westview”) is an effort to preserve housing affordability, expand the opportunities for housing assistance to other qualifying low-income households, and to contribute to other neighborhood improvement measures including new infrastructure investments and community facilities for a service-enriched environment.

The Villages at Westview redevelopment will provide for the demolition of 180 public housing units and new construction of 320 homes. The 320-unit development will create a variety of building typologies serving a mixed-income community. The redevelopment will be completed in four phases:

  • Phase I – 131 affordable multi-family apartment units (1-4 bedrooms);
  • Phase II – 50 affordable apartment units (1-2 bedrooms);
  • Phase III – 105 affordable multi-family apartment units (1-4 bedrooms);
  • Phase IV – 34 for-sale row houses and duplexes

The project is a LEED for Neighborhood Development (ND) certified community and each phase will pursue LEED for HOMES certification.

The Villages at Westview redevelopment is a HUD Rental Assistance Demonstration (RAD) project. RAD is a central part of HUD’s rental housing preservation strategy, which works to preserve the nation’s stock of rental housing targeted to those with very low and extremely low income, promote efficiency, and build strong, stable communities.

This demonstration project allows Public Housing properties to convert to long-term Section 8 rental assistance contracts.

The first phase of construction started in January 2017, with total build-out of the Villages at Westview project anticipated for December 2024. All 286 rental apartments will have long term affordability periods of at least 55 years, as dictated by the LIHTC regulatory agreements.
