The Family Self-Sufficiency (FSS) and Resident Opportunities & Self-Sufficiency (ROSS) programs are designed to assist families, individuals, and residents to grow and become financially stable.

Assisting Families and Individuals to Become Financially Independent
The Family Self-Sufficiency (FSS) program is designed to assist families and individuals to become financially independent. Participation in the program in voluntary and requires a personal commitment by each individual. In exchange, you will receive case management services and the opportunity to establish an escrow savings account. The FSS Program is about five (5) years in length and upon successful completion you can walk out with a check in the amount of the escrow savings account balance!
Who is Eligible?
Anyone currently participating in the Section 8 Housing Choice Voucher (HCV) Program or living in a Public Housing development owned or managed by the Housing Authority of the City of San Buenaventura (HACSB), who has career/employment goals and wishes to achieve financial independence.

Resident Opportunities & Self Sufficiency (ROSS) Program
The ROSS program is funded through the U.S. Department of Housing and Urban Development (HUD) to assist Ventura Housing residents from Public & Indian Housing, RAD, PBV or PBRA converted properties. The purpose of the program is to promote personal growth & economic self-sufficiency. Once enrolled in the program, the ROSS Coordinator assists the participants in identifying goals and developing work plans to achieve those goals. Participants will then be linked with any community resources needed to enable them to achieve success. The ROSS Program is dedicated to advocate and support our residents in reaching their goals related to self-sufficiency.
